In 2011, the morale of the wardens in Yilan Prison was extremely low, because the top official did not care whether we, the wardens, were following the right procedure to manage the inmates. Instead, he picked on our petty flaws when we were on duty by sifting through the images captured on the CCTV.
What's more, these were purely from the official's own subjective judgement. I had received numerous admonitions over the past two years...
I had asked my colleagues to sit still and let me draw the scene, as my superior had said that I dozed off while on guard after he looked at the same scene from the CCTV.
I used this drawing to argue with him: "You could not possibly tell that my eyes are closed, and I wasn't bent over on the table, how could you see what I was doing? You said that I'm dozing off, I believe I am masturbating!"

So you can imagine, the meeting ended on bad terms. During the appraisal, the top official told me off sternly, " The detention centre is an important place under your watch, How could you doze off? "

A few days later, when the top official was on duty, he stayed in his hostel and did not come to the protection area for supervision as it was raining. Instead, without any shame, he requested his colleague to have the supervision time recorded for him.
I wish to ask him, "The prison which houses about 2,800 inmates is under your supervision, how could you not even come to have a look? What's worse, you want your subordinate to forge the supervision time for you, and you continue to receive the supervision allowance?"

If the top official does not begin changes by showing respect and solicitude to the bottom front line officers, and does not change his bureaucratic mindset, what is the point of setting up the Agency of Correction? Even if you set up the Ministry of Correction, the prison administrations in Taiwan would not improve!  

回顧2011年,宜蘭監獄的士氣大傷,只因長官不在乎我們獄卒管理收容人的秩序是否上軌道,卻盡在監視器錄影畫裡挑我們值勤上的小毛病,而且全憑長官主觀認定,這兩年我可也因此領到不少支申戒…
我請同事坐定然後把畫面畫了下來,因為長官就依這相同的畫面就一口咬定我在打嗑睡,我拿這畫跟長官理論:「又看不到眼睛是閉著,也沒趴在桌上,這樣你看得出來是在做什麼?你看這在打嗑睡,我還覺得是在打手槍!」想當然爾,當然是不歡而散。考績會上換長官義正嚴詞地:「看守所這麼重要的地方交給你,你怎麼可以打嗑睡呢?」幾天後這位長官輪值,卻可以因為下大雨而窩在宿舍,連進來戒護區督勤都沒有,還大大方方地打電話進來要求記錄督勤時間,我很想問他:「兩千八百多個犯人的監獄交給你,你怎麼可以都不進來看?還要下屬幫忙偽造督勤時間?而且督勤費照領?」不從尊重體恤第一線基層改起,不從官僚心態革起,別說成立矯正署了,就算是成立矯正部,台灣獄政一樣沒救!
