In prison,
the smoker population is higher than the non-smoker population. But over the
past two years, Yilan Prison managed to set up four smoking cessation
facilities to help up to 500 inmates to quit smoking. What is the truth behind
the stellar result? Let me tell you.
Our
director merely said: "this facility has set up a smoking cessation
facility." And with that, the more than 100 inmates were forced to decide:
give up the familiar environment and the relationship they had fostered over a
long time, or they have to pack to transfer to other units.
This is as
if the government announced that Daan district, Taipei City would prohibit
smoking. What is your decision if you are a resident?
Not to
mention that the inmates don't really like to move around. Those who stayed
back said that they will quit smoking voluntarily, but the officers still found
them in possession of cigarettes from time to time.
In order to
prevent cigarette smuggling, the prison decided to buy breathelysers to check
the carbon dioxide levels of the inmates.
The right
way is to gather all the persons who intends to quit smoking and set up another
smoking cessation facility. But our director wanted to show good results, even
though the prison officials knew it was against the law to force someone to
quit smoking but they continued to do so.
Prison is
really a public institution that goes against most enacted laws.

我們長官說一句話：「這個工場要成立戒菸工場。」於是這裡一百多個人犯就被迫決定，是要放棄自己熟悉的環境、經營已久的人際關係，打包轉到別單位呢？還是留下來強迫自己參加戒菸計劃？
這就好像政府說：台北巿大安區現在全面禁菸，想住在這裡就留戒菸，不戒就限時搬走一樣。如果是你是住戶，你會怎麼決定？況且犯人最不喜歡的就是搬來搬去，留下來的枱面上都說自己是自願戒菸，但戒菸工場卻又三不五時查獲私藏香菸，於是監方又為了杜絕偷渡香菸，又得要花錢買儀器來定期抽檢人犯呼吸的一氧化碳量。
想必大家都知道正確的做法應該是把各單位有戒菸意願的人集合另行成立戒菸工場，但我們長官為了拼績效，明知強迫戒菸違法，卻還這樣搞，監獄真的是違法最多的公家機關啊！
