Desk in Cell

Recently, the news covered the story that Chen Shui-bian (Former president) needed to bend over on the floor when he wanted to write. It is very weird, since every prisoner knows that they can sit on the floor and use their bed to be the writing desk. Or maybe Chen Shui-bian is already crazy from the imprisonment.
In the past two years, some cells have been fitted with a folding desk. It cost less than 500 NTD. I don't really know why cells weren’t equipped with desks before. Of course, only very few cells have desks.
What? The desk is too high to reach? Oh, sorry, please just find a chair yourself.
