It’s not uncommon for us to catch a glimpse of inmates’ masturbating during our patrol. Once I saw eight people cramming in a 12-person cell doing that simultaneously. After we added a designated block for the counselling for domestic violence and sexual offence, the convicts of sexual offence who were sent here from other prisons have changed the dynamics here.

剛調回宜蘭時有老同事得意地告訴我，這裡風氣不錯沒什麼收容人間性侵或合意性交的問題，不過同事大概沒料到，十年後的今天因為成立的家暴性侵輔導專區的同時，不斷從其他監獄移入的性侵案收容人改變了這裡的生態環境，風氣也就這麼變了⋯⋯
