There is more than enough manpower in the prison. Every occasion is given a quota of laborers - the “licensed” laborers, who wear vests and perform in documentation, odd jobs, cleaning, purchasing, managing and controlling operational materials for yards’ work. The reality is licensed laborers are not enough. As a result, undocumented laborers is an open secret in the prison. Don’t the officers know about them? You tell me! But we must show our respect for the officers during their visits - do not sit in the front without a vest on. There are some other open secrets like this in the prison. We continue doing them but no one talks about them. Everyone pretends - inmates pretend in front of controllers, inmates and controllers pretend in front of officers, who lead the pretension in front of the Agency’s chief, even the minister. As time goes by, everyone is used to it.

監獄裡有的是人力，但由於每個場舍裡的雜役都有限額的，光靠幾個穿背心的有牌雜役要完成文書、打雜、清掃、購物、管控作業材料這些場舍運作，其實很難夠用，於是乎黑牌雜役在監所裡成了公開的秘密，長官會不知道？你說呢！不過長官來巡視時還是要尊重一下，不要有白目到沒穿背心還坐在前面就好了，監所裡多的是這類能做不能說的事，反正大家都在演，受刑人演給管理員看，管理員和受刑人一起演給長官看，長官帶大家演給署長、甚至部長看，演多演久了，也就習慣了。
