The cell is
not even 4 ping wide. There are four wooden bunk beds, a squatting toilet, no
air conditioner but a ceiling fan and a ventilation fan inside the cell. A
total of 13 people share this living space. The one who sleeps vertically is
called Zhong Shan North Road, while horizontal is called ZhongXiao East Road.
Some cells
even are shared by 15 to 16 people. During the hot summer, the room's
temperature can reach to more than 30 degree Celsius. The upstairs room is
called oven while the lower ground is termed a steamer.
All the
prisons in Taiwan face the problem of over crowding. The Yilan Prison has
exceeded 20% of its full capacity. However, as the influenza infection was
rampant, the prison continued to receive new offenders from Pan Chiao
prosecutors, sending these new offenders to an infected area.
Arresting
offenders and locking them up is not going to solve the problem. I don't understand
the logic of the Ministry of Justice.

犯人可不是抓進來關問題就解決了啊…真不知道法務部到底怎麼想…
